The Shomron International Liaison Office works in full co-operation with the Shomron Regional council on behalf of over 30 Jewish communities in the Shomron. As well as a network of supportive organization that interact to promote their joint goals.

Twin communities program - The Shomron International Liaison Office (SILO) was initiated by Shomron Mayor Gershon Mesika in order to find outside support for the communities of the Shomron. His vision of twinning communities program is meant to build a real and lasting relationship between members of each community in ways of friendship and mutual support. Though the twinning communities program exchange programs will take place. Committees of both sides will coordinate information of the ongoings in each community and will plan development together. Youth and adults from both communities will interact and visit each other and exchange support and their strengths for their sister community. Teachers and youth group leaders from Shomron towns will take part in Shlicut to communities in Chutz L'aretz. Sister communities in Chutz L'aretz will be naturally involved in development plan of the towns in the Shomron and so will be more inclined to take an active part in raising funds needed to complete them.
Lobbying - SILO will develop direct contact with political allies in foreign countries and supply them with needed information to promote the cause of Jewish rights in Shomron.
Philanthropy – SILO will build and maintain data base of financial supporters of projects in the Shomron. Professional Fund raisers will employed and fund raising programs will be implemented in order to attract needed resources for building, education and development of local businesses to supply means of income for Jewish families.
